DOP Mandate

Position and Roles
The Department of Planning, in abbreviation “DOP”, is an apparatus within the Ministry of Planning and Investment, with the role as the Ministry’s secretariat in implementing and translating the policies and strategies of the Party and the Government into national socio-economic development plans and public investment plans for each period; being directly responsible for coordinating with the central and local sectors to effectively follow up, monitor, manage and summarize reports on the implementation of the socio-economic development plans and public investment plans.

Duties
  1. Research and develop policies, decrees, notices, regulations and guidelines relating to formulation of national socio-economic plans, macroeconomic management, public investment management, rural development and poverty eradication, and demographic policy in line with the direction of sustainable development and green growth for the Government’s consideration and promulgation;
  2. Coordinate with sectors at the central and local levels in collecting information, analyzing, formulating, monitoring, encouraging, managing and evaluating the implementation of socio-economic development plans, rural development and poverty eradication initiatives, national demographic and development policies, sustainable development and green growth goals, and public investment plans in the medium term (5 years) and short term (annual plans) in order to report to the Government for consideration;
  3. Coordinate with relevant parties on conducting research and utilization of research findings from research institutions to improve macroeconomic management, maintain national economic, financial and monetary stability;
  4. Participate with relevant stakeholders to disseminate national policy and socio-economic development plans to mobilize official development assistance to be balanced against public investment plans for each period;
  5. Develop a methodology, guidance documents and manuals on socio-economic development planning and public investment, as well as provide training and dissemination support to sectors and localities across the country;
  6. Engage stakeholders in the analysis of the purpose, objectives, structure, capacity and efficiency of investment of public investment projects;
  7. Consider, adjust and allocate public investment budget (internal budget) to sectors at the central and local levels in line with the national socio-economic development plan for each period;
  8. Summarize and review public investment projects (including those internal budget and official development assistance) that the central and local sectors have proposed for consideration for inclusion in the annual or periodic public investment plans in accordance with the procedures set forth in the Public Investment Law;
  9. Participate in the public investment project committee to effectively manage projects in line with project objectives, plans and timelines;
  10. Participate as committee member in tendering and signing of public investment projects;
  11. Review draft procurement contract for a public investment project for compliance with the laws and regulations and granting authorization to the project proponent to sign the procurement contract;
  12. Participate as a member in the committee responsible for the oversight and monitoring of each phase of implementation, including the final inspection (100% implementation) of all public investment projects of the central and local sectors;
  13. Verify the submission of proposals for payment of public investment projects of the central and local sectors;
  14. Consider proposals for revaluation of projects, reallocation, cancellation and suspension of public investment projects as proposed by the central and local sectors for the last 6 months of the fiscal year in accordance with the Public Investment Law for submission to higher authorities for approval;
  15. Collect, compile and maintain information database including planning related statistics and public investment plans as well as disseminate them;
  16. Participate in meetings and, as per invitation, in the relevant committees relating to the implementation of socio-economic development plans, public investment plans, audit work and annual reviews;
  17. Protect the Party and staff members within the Department from violating Party rules, state laws, and regulations of the Department of Planning as well as those of the Ministry of Planning and Investment;
  18. Lead and manage the work on personnel building within the Department with the aim of building staff members to be solid in terms of political ideology, organizational culture, technical skills and practical experience towards becoming an expert in planning and managing public investment;
  19. Manage, utilize vehicles and equipment, and develop budget plans for administrative and technical activities within the Department of Planning;
  20. Manage, utilize and report on official development assistance funds for the implementation of projects that are under the Department’s responsibility in accordance with project objectives and regulations of the Ministry of Finance;
  21. Carry out all duties as assigned by the higher authorities.
Mandate
  1. Provide guidelines and technical direction to central and local sectors, public and private sector enterprises within the Department’s mandates and responsibilities;
  2. Invite relevant parties, both domestic and foreign, to discuss their respective roles and responsibilities, and at the same time, participate in relevant committees and meetings together with other invited parties;
  3. Provide guidance, inspect, organize and adjust public investment projects proposed by central and local sectors, and consider, adjust and allocate funds for central and local sectors for each period to submit to higher authorities for consideration.
  4. Obtain summaries and reports on the implementation of the socio-economic development plans and public investment plans for each period as well as other necessary information from the central and local sectors for the formulation, management, and macroeconomic adjustment and evaluation of the implementation of the socio-economic development plans and public investment plans;
  5. Coordinate with central and local sectors to discuss, consider, and address any issues of projects that do not meet the goals, are not part of the plan and are ineffective. If necessary, these projects in question should be reported to higher authorities for consideration of temporary or permanent suspension;
  6. Study amendment of the legislations that are inconsistent, conflicting, and ineffective, as well as research and present new ideas on planning and management of the implementation of the socio-economic development plans and public investment plans to be responsive to the needs in each period for submission to higher authorities for consideration;
  7. Contact, negotiate, sign contracts and agreements with government, private sector, foreign and international organizations as agreed by the Minister of Planning and Investment.
  8. Coordinate with the Department of Organization and Personnel to propose to the Minister of Planning and Investment to consider establishing, improving or eliminating a division, project committee or task force within the Department of Planning’s purview;
  9. Coordinate with the Department of Personnel to propose to the Minister of Planning and Investment to consider appointing, promoting, dismissing, reshuffling, commendation, providing other benefits, and imposing a disciplinary measure on civil servants under the Department of Planning’s supervision;
  10. Propose the purchase of vehicles and equipment for the Department of Planning in accordance with the budget approved by the Minister of Planning and Investment and technical assistance projects supported by international organizations as agreed and assigned;
  11. Develop budget plans, manage and implement the Department’s annual tasks and activities in accordance with the goals and plans approved by the National Assembly, and propose payment of the projects assigned by the Government to the Department to manage based on the agreed plans and goals and on the basis of the regulations set out by the Ministry of Finance. Furthermore, summarize project monthly, quarterly and annual expenditures on a regular basis until completion of the project;
  12. Monitor the implementation of policies, laws, regulations, plans, programs, projects, practices, rights, duties and responsibilities of the organization, Director-General, Director and Deputy Director, and all staff members within the Department;
  13. Summarize the results of the monitoring and inspection, as well as propose measures and solutions to be undertaken for the consideration by higher authorities;
  14. Summarize the results of state inspection report and the results of inspection within the area of the Department’s responsibility and report to the Inspection Department of the Ministry of Planning and Investment on a regular basis;
  15. Study and consider the requests or proposals of staff members-civil servants under the purview of the Department on any action or decide on issues that violates the laws and regulations to propose solutions for higher authorities’ consideration;
  16. Study and propose staff management and staff building activities such as staffing needs planning, staff building planning, civil servants’ evaluation, staff statistics and biographies, organizational restructuring and staff positions within the Department for the submission to the Department of Organization and Personnel for consideration;
  17. Research and propose policy actions to employees such as commendation policies, promotion policies, salary grade adjustments, remuneration, pension, vacation and retirement;
  18. Protect Party members and staff from violating Party rules, state laws, and regulations of Departments and the Ministry of Planning and Investment.
