Role of each Division

1. DUTIES OF THE GENERAL AFFAIRS DIVISION
  1. Play a central role in coordinating with the Divisions within the Department and other stakeholders to facilitate and expedite the implementation of administrative tasks;
  2. Manage all incoming-outgoing documents of the Department in a systematic manner as a one-stop-shop to present documents to the Department Heads for consideration, make copies, archive and distribute documents to each Division, collect and maintain the Department’s documents such as National Socio-Economic Development Plans and Public Investment Plans for each period by utilizing an information technology system and ensuring confidentiality of some important documents;
  3. Develop budget plans, manage and utilize the budget to support the activities of the Department in monitoring the development and implementation of socio-economic development plans, public investment plans; conducting workshops, seminars, trainings, and technical exchange programs, among others, for central and local planning staff; as well as assisting in the administrative and financial tasks within the Official Development Assistance projects that are under the responsibility of the Department;
  4. Study, compile information and propose requirements plans, staff training plans, civil servants’ evaluations, and maintain staff statistics and biographies;
  5. Update and develop a database to assist with planning and assess the implementation of the plans; disseminate documents and activities of the Department and provide documents to the parties as agreed by the Department Heads.
  6. Administer, manage and inspect electronic appliances and other equipment of the Department;
  7. Assist the Director-General and Deputy Director-Generals in monitoring staff members’ implementation of the Party’s policies and the Law on Civil Servant; collecting information, evidence and feedback on the Department’s staff members; and preparing reports on the Department’s state inspection activities;
  8. Encourage, monitor and review the implementation of inspection results under the responsibility of the Department;
  9. Perform all activities as assigned by the Director General and Deputy Director-Generals.
2. DUTIES OF THE DEVELOPMENT PLANNING RESEARCH DIVISION
  1. Compile research to identify directions, policies, goals, targets, priorities for investment and overall measures for socio-economic development planning for each period;
  2. Coordinate with relevant stakeholders to monitor and evaluate the progress of the implementation of the socio-economic development plan periodically in accordance with the relevant decrees or legislations;
  3. Coordinate with relevant stakeholders in conducting research, analyzing, and projecting funding resources to determine the structure of public investment in the socio-economic development plans and public investment plans;
  4. Coordinate with relevant stakeholders in drafting decrees, directives, guidelines and notices of the Ministry of Planning and Investment on the formulation and management of socio-economic development plans for each period to be in line with the relevant decrees and legislations;
  5. Coordinate with relevant stakeholders in researching, compiling, prioritizing and adjusting public investment projects of line ministries and agencies at the central level;
  6. Attend government and sector meetings and other technical seminars as assigned in order to collect comments and feedback from the meetings as well as research findings;
  7. Coordinate with relevant stakeholders in the compilation of domestic and foreign private sector investment information, people’s investment and cooperation projects with foreign countries in the implementation of socio-economic development plans and public investment plans;
  8. Summarize weekly, monthly and yearly activities and draft annual report on the Department’s activities and the plan for the next year;
  9. Perform all duties as assigned by the Director General and Deputy Director-Generals.
3. DUTIES OF THE MACROECONOMIC MANAGEMENT PLANNING DIVISION
  1. Research and identify targets on economic growth, macroeconomic balance, for example, in the manufacturing, budget, finance-banking, foreign trade and labor sectors, in real-time context as a basis for setting annual and 5-year development goals and policies to present to the Director General and Deputy Director-Generals and leaders of the Ministry of Planning and Investment for consideration;
  2. Coordinate with relevant stakeholders to report on macroeconomic management status on a quarterly, annual and 5-year basis in order to be included in the development plan;
  3. Coordinate with relevant stakeholders to study and discuss issues related to annual macroeconomic policies and frameworks to be presented to the Director General and Deputy Director-Generals and leaders of the Ministry of Planning and Investment for consideration and thereon for further reporting to the Government;
  4. Coordinate with relevant stakeholders in developing tools for identifying, monitoring and macroeconomic management.
  5. Coordinate with domestic and foreign stakeholders to monitor and compile information on the overall status of official development assistance projects in order to formulate and finalize socio-economic development plans and public investment plans; Participate in bilateral and multidisciplinary strategic research and development funding;
  6. Compile macroeconomic statistics and socio-economic development for macroeconomic management;
  7. Performing activities as assigned by the Director General and the Department.
4. ECONOMIC DEVELOPMENT PLANNING DIVISION
  1. Define the development goals, direction and policies as well as public investment of ministries-agencies at the central level in the economic sector in order to develop the development and public investment plans for the period of 5 years and annually in order to ensure that it is consistent with the sectoral investment components and the relevant socio-economic development plan;
  2. Coordinate with the relevant stakeholders in order to compile, analyze and identify the public investment needs as well ass prioritize and adjust the action plans, ministry-central agency projects in the economic sector in order to ensure that it is consistent with the socio-economic development plan and present it to the higher authorities for consideration;
  3. Coordinate with the relevant stakeholders to provide recommendations for the various sectors in the economy in terms of implementing development plans and public investment plans as well as follow-up and promote progress, take the leading role in summarizing and reporting implementation of development plans and public investment plans for each quarter, annual deficit reports of the various ministries-central level agencies in order to report to the higher authorities in a timely manner;
  4. Coordinate with the relevant stakeholders, develop the methodologies and methods for economic development planning, small and medium enterprise development, food security and diversifying products as well as ensuring quality and promoting higher competition;
  5. Coordinate with the relevant stakeholders to research, compile investment plans, promote, monitor and summarize the progress of implementing state enterprise’s investment in the economy for each period and report to the higher authorities in a timely manner;
  6. Coordinate with the Special Economic Zones Management Office and relevant sectors to research, compile investment plans, promote, monitor and summarize the implementation of investment in the respective zones and report to the higher authorities;
  7. Perform all activities as assigned and designated by the Director General and Deputy Director Generals.
5. SOCIAL DEVELOPMENT PLANNING DIVISION
  1. Define the development goals, direction and policies as well as public investment of ministries-agencies at the central level in the economic sector in order to develop the development and public investment plans for the period of 5 years and annually in order to ensure that it is consistent with the sectoral investment components and the relevant socio-economic development plan;
  2. Coordinate with the relevant stakeholders in order to compile, analyze and identify the public investment needs as well ass prioritize and adjust the action plans, ministry-central agency projects in the economic sector in order to ensure that it is consistent with the socio-economic development plan and present it to the higher authorities for consideration;
  3. 6. REGIONAL DEVELOPMENT PLANNING DIVISION
  1. Define the targets, directions and policies for socio-economic development and public investment of the provinces and the capital for the period of 5 years and annually;
  2. Research and analyze the funding needs as well as prioritize and adjust plans and projects of the province, the capital and trade zones at the border under each respective province in order to compile and develop the public investment plan of the province and the capital in consistent with the socio-economic development plan for each period and reduce the development gap in each region;
  3. Research and develop methodologies related to regional development planning, training for technical officials in the planning sector as well as implement and disseminate decrees, orders, instruction and notices related to regional and local development nation-wide;
  4. Coordinate with the relevant stakeholders to research and summarize all solutions implemented to address all issues and problems proposed by the provinces and the capital in the implementation of the socio-economic development plan and report it to the higher authorities for consideration;
  5. Coordinate with the relevant stakeholders to provide recommendations to the provincial and local levels in terms of implementing the socio-economic development plan and the public investment plan. Take the leading role in summarizing and report the implementation of the socio-economic development plan of the provinces, the capital and the border trade zones for each period, report on the annual deficits of the provinces and the capital and report them to the higher authorities strictly in accordance with the schedule defined;
  6. Coordinate with the relevant stakeholders to research and develop policies, summarize and monitor the implementation of regional development plans, all activities implemented by the provinces and the capital in order to promote socio-economic development for each period;
  7. Coordinate with the relevant stakeholders to develop policies related to the use of funds, budget and natural resources for regional development in order to ensure continuous and balanced growth that is consistent with the laws and regulations;
  8. Perform all activities as assigned and designated by the Director General and Deputy Director Generals.
7. RURAL DEVELOPMENT AND POVERTY ERADICATION PLANNING DIVISION
  1. Define targets, directions and policies for the eradication of poverty and public investment at poverty areas in order to create development plans and public investment that is consistent with the socio-economic development plan for each period;
  2. Provide recommendations, monitor and promote the various sectors and the local level to implement activities for rural development and poverty eradication, public investment that targets the reduction of poverty and public investment by the relevant ministries-central level agencies as well as evaluate and summarize all activities and report to the higher authorities for each period;
  3. Coordinate and provide recommendations for the relevant sectors at the central and local levels in order to develop investment plans for rural development and eradication of poverty. Conduct research, summarize, prioritize and adjust projects in order to develop public investment plans for rural development and eradication of poverty that is consistent with the socio-economic development plan for each period;
  4. Coordinate with the relevant sectors and local level in developing a budget, monitor, inspect and manage the implementation of projects and activities aiming to promote rural development and eradication of poverty;
  5. Coordinate with the relevant stakeholders and develop methodologies, guidelines for rural development planning and eradication of poverty; research and draft decrees, orders, instructions and notices to implement activities and work related to rural development and eradication of poverty in consistent with Government-Party policies for each period comprehensively nation-wide;
  6. Coordinate with the relevant donors, international organizations and development partners to mobilize assistance in terms of funding and technical support for the implementation of work and activities related to rural development and eradication of poverty;
  7. Coordinate with the mass organizations and relevant stakeholders in order to research and promote gender equality in parallel with the promotion of women empowerment, youth and young pioneer’s development and addressing social phenomenon.
  8. Perform all activities as assigned and designated by the Director General and Deputy Director Generals.
